The abduction and murder of 12-year-old Polly Klaas from a slumber party at her home shocked the nation. Polly's killer, Richard Allen Davis, had been arrested 25 times--17 of his last 20 years had been spent behind bars--and he was on parole when Polly was kidnapped. The focus of this episode are the repeat offenders who, like Davis, American Justice has failed to rehabilitate.
